Appointments to Board of Social Work

LANSING, Mich. – Gov. Rick Snyder announced the appointments of Marc Milburn, of Houghton Lake, and Brian Philson, of Horton, to the Michigan Board of Social Work.

The nine-member board, housed within the Michigan Department of Licensing and Regulatory Affairs, evaluates and determines minimal entry level competency of health practitioners, and takes disciplinary action against any misconduct of licensees.

“I am thankful for Marc and Brian’s willingness to serve the people of Michigan in these roles,” said Snyder. “They are great choices for this board.”

Milburn is in his fifth term on the Roscommon County Board of Commissioners, where he serves as vice-chairman. He served 23 years in the U.S. military as a private, staff sergeant and captain before joining the state of Michigan as a youth offender specialist, a position he held for 10 years. Milburn holds bachelor’s and master’s degrees in political science from Eastern Michigan University and Central Michigan University, respectively. He also participated in Michigan State University’s Michigan Political Leadership Program. Milburn will represent the general public and replaces Heather Bell.

Philson is adjunct faculty at Siena Heights University and Spring Arbor University and president and CEO of Highfields Inc., where he has worked since 2006. Philson previously served two years as vice president of programming and 15 years as director of the Jackson County Youth Center. He is also vice president and a board member of the Michigan Federation for Children and Families. Philson earned bachelor’s and master’s degrees in social work from Spring Arbor University and Michigan State University, respectively. He will represent professionals and replaces Merry Battles.

Appointees will serve four-year terms that commence Jan. 1, 2013 and expire Dec. 31, 2016. Their appointments are subject to the advice and consent of the Senate.
