Inland Fisheries Grant Applications Due March 31

The Department of Natural Resources is now accepting applications for the 2010 Inland Fisheries Grant (IFG) program, which offer grants up to $200,000 for local projects that enhance Michigan’s aquatic resources.

The IFG program is intended to foster citizen and community understanding and appreciation of inland fisheries resources and to encourage participation and commitment to the improvement and protection of inland fishing opportunities, habitat, and fish communities. Eligible applicants include individuals, nonprofit organizations, and units of government, including school districts. Preference is given to nonprofit organizations and governmental units.

For 2010, the IFG program focus areas are fish passage and inland lake management. Projects will only be considered if they mitigate the impacts on a fishery related to fish passage or if they involve inland lake management on publicly accessible lakes. Examples of the types of projects that will be considered include, but are not limited to, those that:

- enhance recreational fishing access or use.
- enhance lake or stream habitat and fisheries.
- improve water quality and lake or stream ecology.
- address sediment quantification including contaminated sediment removal and/or control.
- restore natural stream form and function.
- restore stream stability so that it is able to maintain its channel dimension, pattern and profile.
- improve lake level maintenance to more closely mimic natural variations.
- include long term planning projects for water quality and riparian lands that benefit inland lakes.

The DNR Fisheries Division receives an annual appropriation of up to $200,000 to administer the IFG program. Projects proposed for funding must cost between $10,000 and $400,000. The program has a 50 percent match requirement; thus awarded grants will range from $5,000 to $200,000 and will not exceed one-half of the total project cost. Applicants must provide the other half of the project cost in any combination of cash, paid or volunteer labor, and provision of materials or equipment.

Applicants are strongly urged to seek assistance from DNR Fisheries Division staff in preparing their application. Applications must be postmarked no later than March 31, 2009.

For more details about project eligibility, contact a fisheries biologist at the nearest DNR Fisheries Management Unit Office. Go to www.michigan.gov/dnrfishing for a directory and watershed map that shows the boundaries for each Fisheries Management Unit. Application forms and instructions for the 2010 grant programs are available online.

DNR Invites Public to Comment on Draft Bear Management Plan

The Department of Natural Resources invites the public to participate in the bear management planning process.  The draft bear management plan is now available online and the DNR welcomes comments via e-email or U.S. mail through March 2, 2009.

In addition, five public open houses are planned to discuss the draft bear management plan.

“These open houses are the perfect opportunity to present the draft bear management plan and have a one-on-one conversation about the plan with the public,” said Adam Bump, DNR bear specialist. “The citizen-based Bear Consultation Team, DNR staff and others involved with the recommendations for this plan have worked diligently to create this draft document.”

Open house locations and dates are as follows:

Monday, Jan. 26, 6-8 p.m. Eastern: Comfort Inn, 13954 State Highway M-28, Newberry;

Tuesday, Jan. 27, 6-8 p.m. Eastern (5-7 p.m Central): Crystal Falls Township Hall 1384 West US 2, Crystal Falls;

Tuesday, Feb. 3, 6-8 p.m. Eastern: Carl T. Johnson Hunting and Fishing Center, East M-115, Cadillac;

Wednesday, Feb. 4, 6-8 p.m. Eastern: Hillman Recreation Center, 24220 Veterans Memorial Highway, Hillman;

Thursday, Feb. 5, 6-8 p.m. Eastern: Best Western Midway, 7711 West Saginaw Highway, Lansing.

The draft plan is available on the DNR Web site at www.michigan.gov/dnr under Hunting and Trapping and then Bear Management Plan.

Individuals can submit written comments on the draft plan via e-mail or U.S. mail to: Adam Bump, DNR Wildlife Division, P.O. Box 30444, Lansing, MI 48909 or dnr-wld-wild@michigan.gov.  Requests for hard copies can be sent to the same address. Following the comment period, DNR Wildlife Division staff will finalize the plan and present it to DNR Director Rebecca Humphries for information at the March 5, 2009, Natural Resources Commission meeting.

Persons with disabilities needing accommodations for effective participation in a meeting should contact Pauline Gray at 517-373-1263 or grayp@michigan.gov, at least five days prior to the meeting date to request mobility, visual, hearing or other assistance.
